working floor area "working floor area" means the area covered by the premises and all the precincts, curtilage and yard of the factory as derived from the plan or sketch submitted at the time of notification, including all floor areas above and below ground level: Provided that catwalks, ladders, and other such means of access to machinery shall not be considered when calculating working floor area;
